Velma Spencer Foster

July 24, 1922 — August 10, 2017

Velma Garnett Spencer Foster, 95, of Scarbro, died August 10, 2017. She was born on July 24, 1922, in South Boyd, WV to the late Clyde and Gladys (Tomlin) Spencer.

She was preceded in death by her husband, Alfred (Junior) W. Foster, Jr., grandson, Joseph Lee Foster, and her siblings,

Velma was a 1940 graduate of Oak Hill High School. She was an active member of the Oak Hill High School Alumni Association and was honored as Alumni of the Year. She was readily involved in raising funding for scholarships for the students of Oak Hill and surrounding areas.

Velma loved her church, Jones Avenue First Church of God of Oak Hill. She was a leader in the WCG (Women of the Church of God, later changed to CWC) and facilitated a grand women’s program at the local, state, national, and international level. From teaching Sunday School, to bus ministries, to Vacation Bible School, to building initiatives, to parsonage renovations, to many meals for the community, Velma held a strong sense of value and dedication to her church, town, and state of WV.

She was a “go-getter”, thus the word no was not in her lexicon, as she worked tirelessly for the Fayette County Magistrate’s Office, Fayette County Assessor’s Office, and many other responsibilities at the Fayette County Courthouse. Even after retirement, Velma would work part-time in the areas of accounting and taxes. As an informed citizen of Fayette County, she was also an active supporter of the Democratic Party in Fayette County.

Velma was instrumental in the founding and administrating the Oak Hill Swim Club as well as working for Kelly Drug’s on Main Street. She made the best “Tin Roof” followed by genuine fellowship and conversation.

Velma loved her family, perhaps her most successful attribute. Her husband, children, grandchildren, great-grandchildren, and great-great grandchildren were her pride and joy, until her last breath. In fact, she posed for a picture with her newest, great-great granddaughter just days before her passing.

Surviving are her sons: Alfred W. Foster, III (Linda) of Romney and Terry Foster (Brenda) of Scarbro; grandchildren, Alfred W. Foster, IV (Angie), Melissa Foster Gowombeck (Jeffrey), Melinda Foster Louisos (Tom, II), Terry Lee Foster, Jr.; great-grandchildren, Lloyd Foster (Anna), Greg Callahan, Jr. (Melissa), Kasey Foster, Terry Foster, III, Tyler Foster (Samatha), Hailee Foster Harwood Higley (Ryan), Wilson Cole Harwood, Lee Alexander Harwood, Allison Victoria Foster, Alfred W. Foster, V.; great-great grandchildren, Daniel Lee Foster and Reece Lu Higley; and her many cousins across the miles.

Services will be on Monday, August 14, 2017 at 1:00 P.M. at Jones Avenue First Church of God in Oak Hill. with Rev. Charles Heater officiating. Burial will be at High Lawn Memorial Park. Friends may call one hour prior to the service on Monday.

In lieu of flowers the family requests memorial contributions be made to the Velma Foster Scholarship Fund, OHHS/CHS Alumni Association, PO Box 462, Oak Hill, WV 25901.
