Thomas Madison “Tom” Oxley (aka Bop, Twerp, and Hank Kimball) was a loving husband, father, grandfather, brother, and friend. Tom went to be with his Lord and Savior, Jesus Christ, on Tuesday, May 30th, at home surrounded by his wife and sons.

Tom, born on December 2, 1944, in Montgomery, WV, is the son of the late Barbara Kincaid Oxley and William Dent Oxley. Tom is survived by wife, Beverly Harmon Oxley (they married on June 5, 1969), son Thomas Madison “Tom” Oxley II, wife Stephanie Lynn Oxley, and William Mike “Spike” Oxley, wife Melissa Francis Oxley, and 7 grandchildren, Gavin Thomas Oxley, Madison Gene Oxley, Dalton Creed Oxley, Wyatt Dent Oxley, Lainey Brooke Oxley, Lauren Jean Callaway, and Lillian Grace Perdue. Tom was preceded in death by brother, William Dent Oxley, Jr., and is survived by sisters Bonnie Oxley Frommelt and Teresa Oxley Simmons (Jim Simmons), brothers David Michael Oxley (Lisa Oxley), Mark Oxley, and Tim Oxley, and sister-in-law Carol Fernandez Oxley. Tom, who loved his family, is also preceded in death, and survived by many in-laws, cousins, nieces, and nephews from both the Oxley and Harmon families.

After graduating from Collins High School in 1962, he joined the United States Air Force. The Air Force sent Tom to Yale University, where he learned Mandarin Chinese, and later to Japan, where he was a linguist. He left the Air Force in 1967 and, from 1968 until the present, Tom was employed by Gates Engineering, Stafford Consulting, the City of Oak Hill as City Manager, Pentree Incorporated, and Thrasher Engineering. Tom also served as a member of Oak Hill City Council from 2015 until 2023, as president of the West Virginia Municipal League, and president of the West Virginia City Managers Association. Tom has been a loyal member of Oak Hill Baptist Church since 1985, where he served as deacon, trustee, and Sunday school teacher.

Tom’s loves included spending time with family and friends, vacations at Emerald Isle, playing golf, reading books, and his many dogs. One of Tom’s favorite scriptures was John 14:6, which says “I am the way the truth and the life. No one comes to the Father except through me.” Tom lived his life dedicated to loving and serving God, as well as sharing the love of Jesus with others.

A memorial service for Tom at 2:00 PM on June 11, 2023, at Oak Hill Baptist Church. A reception will be held after the service at the church for anyone would like to come and share a memory.
